New Beacon at the high end of the 4mc pirate band

Last night around 0400 Utc I got up to take a wizz and decided to
dial around above the wind beacon 4102khz and stumbled across a new beacon for me.
Freq. 4108Khz  about 80 dits per minute...

Does anyone have a clue about this beacon?  I haven't spent any time what so ever listening this summer
for 4 mc beacons.  So just because it is new to me doesn't mean it hasn't been on the air.
