Maybe its a robot vacuum, it may not be finished in getting set up, so it is sending out a signal. There are alot of bargan no name vacuums made in china. It would be a surprise to me that they are working that low of a freq. From listening to sound, its more like an rc car or a door opener.

I remember those times as well, to me it was some kind of magic when the conditions where just bubbling over. Don't forget there was no internet or cell phones yet. I had a set up at my work, I'd leave the radio on, at some elevated freq and people and stuff would coming in and all day long it would be changing. I'm spoiled after hearing all that, now we are in the lows of the sun spots. And why was there the extra freqs?, because the lower forty where too busy. It was an amazing time.
edit,,
I may have been one cycle before you,

Triple nickel, I remember that whole band was active, probably 27.555, but now we just had the lowest number of sunspots in years. I always find spanish speakers around 27.6 at my location here in Los ANgeles.
I was surprised to find the same sort of activity going halfway up the state. I guess if you have enough users you will find openings.
In all my radio time I have never heard of people using a freq as low as 26.285. I would have to change my antenna length if I wanted to "listen" down there. I will check it now as my export radio will go that low,

You will have to read the rfi problems in Eham. A forum for ham radio, so many are upset with grow lights, solar inverters, and cheap chinese switching power supplies that are used in everything.
At the moment I have no problems with rfi..
On another note, I wish there was more analog signals, yesterday the police helicopter was circling and I couldn't listen like I used to so easily, no digital equipment.

Thats a really interesting read, I was hearing those sounds, to me its a circular tornado sound,, like a cartoon blender with the lid off,, the sound goes up in pitch, I'd be driving and out of no where comes this loud sound, and I'd wonder if its near or far. At one time I though it was the sound of conditions changing, but the best explanation I have read is in the link.

There are alot of those car with the low bass or just very loud music, I'd love to shut it down for a moment. But like you said, it could get pretty confrontational pretty quick. I remember the interruptor door bells going off at a 7/11, and I've hear of radios overpowering PA systems.
They just built a fancy banquet hall across the street from my work location, I hope my radio won't get into their pa system, the'd be pretty upset to hear a ssb signal during some dance.
I've only got a wire antenna up and I am stealth for now.

I have a ham license, but I don't have an expensive ham radio in the van I drive. I've got the at5555n an export radio that does everything that my radio ( still have) from the 70's does. I think its the best band as there are alot of people on. But I am so disapointted with the conditions, I look at the sfi numbers and its been low for years. Its a blast to get the conditions that are so magical. I turn the radio on as I drive and usually its dead, one morning there is a station in Italy and it has that almost echoey sound, as he is talking he mentions that a down pour is coming and I hear the drops hitting the tin roof..Made my day.
Something else, any lower frequency and your antenna just looses efficiency. I'd love to have that whip, but I just can't cut a big hole in the side of the van and have giant antenna,, I have a 44" base loaded larson.

In all my years of being on the 11 meter, I wasn't always there, I had a long vacation from it. I remember hearing the swirling sound years ago and now, visualizing it, the sound is is like an upside down tornado. I'd get it real loud sometimes, and I'd think it was a indication that propagation might be changing. Thats probably an incorrect assumption.
But I did find an excellent article explaining the possibility of what it may be.
On the 2nd page is a posting: 27mhz ism fish hook swishers.

I read that top article "what is freeband 11 meters" I knew that the whole 11 meter band could be active, but I had no idea that so many countries used the band as cb and other. In fact I think more people are using this band than hams using 10 meters so tuning in a great indicator or propagation. I still hear alot of those swishy sounds, I read on this forum that it maybe rf used for curing glue in manufacturing,, but it sure comes in at odd hrs of the day.

Great info, really good. I happen to own an anytone at5555 and I bought it from a chinese seller, who said I got the last one, I think he was a bit worried about selling to US, but now I see them on Amazon. I use in it my van and its great to be able to pick up some HF. Really surprising how that portion of the band is being used worldwide. Anyway, wish conditions would be better, today the sfi number was 64, so low.

I recognize the melody as "its Johnny's birthday" was sung by george harrison. Glad you got a recording.

I heard it said that the 10 meter maybe dead, but the  11 meter band is awake and alive. I think there are people more waiting for the band to open on 11 meters. The sfi number has been so low for so long.

Chili dogs for breakfast? great food if you driving alone!. I've yet to hear signal below the cb band, I've got to start checking. We have had some norths south ducting here on the west coast this morning.

Driving home last evening I have my radio set to 27.385 and as usual there is no activity, so I leave it at low volume. Just before 6:00 Los Angeles time, the swisher sound was so clear and very loud. I only heard one, it sounded like a local signal but chances are it came from some distance.
