Unknown signal -- Identification needed!

Good evening all, after looking through my stash of recordings I found a very interesting clip that I recorded from Mid-October of a signal that so far, nobody has been able to identify.

-- This was recorded via the Twente WebSDR --

Due to reasons unknown at the time of recording, the frequency was not recorded and a screenshot of the waterfall view was not taken. That being said, a random picture of no value to the recording was used in it's place.

Here is the recording, any help identifying it would be appreciated.
