I am not sure this is a pirate... not sure what it is in fact. But logging it here for now so all will see the report and tune in, then we can sort it out.  Dave Valko reported this station the other day.

Just above the noise at S4 here. Sounds like preaching or a motivational speech, but can't make out what is being said.

This station is repeating that loop over and over.  Locally here it is very weak, however remotes made it possible for me to hear it well.

This is probably not a pirate, but what it is is unsure.  These kinds of stations show up periodically.  Interestingly, I have logged one of these kinds of stations in March of the last two years.

Some speculation is these may be part of SIGNIT training, however I am not sure I buy into that.

(edit)  Looking through my log and recordings I find similar transmissions on 9225 kHz in Aug of 2013, 17795 kHz in March of 2014, 14965 kHz in March of 2016, 4947 kHz in March of 2017, and then today, 9025 kHz in March of 2018.

(edit 2)  This station was still on air at 1930z, but when I checked last, at 2045z, the station was off air.

The K3FEF WebSDR has a label that says "SkyKing 4" at 9025.
