Unknown Korean Music Station in V24 Frequency

So, We 'Numberwave' group listened 6215kHz.

What is this signal?
Is this Back to the V24 signal?

It is possible this could be V24, however without more information (date and time UTC) and a longer recording it is impossible to say for sure.

At a guess I am going to say that no, this is not V24.  If the time shown in the chat text is UTC time then it would be an unusual time to hear V24.  For the last couple of years V24 has not been active before 1200 UTC, although several years ago it did have an 1130 and sometimes 1140 UTC time slot.  Regardless of the time zone for the chat text time, almost always V24 music was completed well before 37 minutes after the hour, typically before 34 minutes after the hour.

Of course, the way to know is, where any numbers sent in Korean after the music ended?

Now playing looped "Into The New World" by Girls' Generation Korean pop band on 6215 kHz (since 1810 UTC at least, and still on). Good signal in Ukraine.

Right now (0206 UTC, November 26, 2015) the frequency (6215 kHz) is occupied by a dead carrier, no modulation.  There are periodic test tones being transmitted.  So far no one has reported numbers on the frequency, so V24 has not apparently transmitted, however it is possible that the transmitters are being brought back on air for future use of V24.  6215 and 5715 kHz are the two oldest frequencies V24 operated on, going back to the 1970's.

(edit)  At 0300 it is back into Girls Generation.

(edit)  At 1325 UTC it is still playing "Into the New World", by Girls Generation.  This really does feel like a burn in test for a new transmitter installation.

It is becoming more likely that these are V24 related transmissions, although no V24 has been sent yet.

If you listen to 4900 kHz you will find the same music loop transmitting.  4900 kHz is another past used V24 frequency.

The following is just a guess on my part:  Before V24 went silent in June of 2015 the audio and transmitter facilities were frequently displaying technical issues.  The current transmissions on 6215 and 4900 kHz show much better audio than V24 did for the last couple years of operation.  It is possible that repairs or upgrades have been done to the V24 facilities, and what we are hearing is a "burn in" or shake down / acceptance testing period for a new set of transmitters or other related hardware.

If that guess is correct then V24 may be returning to use in the near future.

(edit)  2330 UTC and the same music still going on both 4900 and 6215 kHz.  Over 37 hours on the air so far.

(edit)  0221 UTC on November 27, 2015, and 4900 kHz is still on the air with the same music.  6215 is either off the air or cannot be heard on any of the remotes I am using, since conditions at this time are not good for this frequency either possibility is likely.  I have checked all other past used V24 frequencies and I only find 4900 on the air at this time.

Also noted here at Mount Evelyn (south eastern Australia) on Nov 25 and 26 on both frequencies (4900/6215) in our mornings (2000-2200 UT) and evenings (1100 onwards). Same song on loop. It has also been heard in Finland, Italy and Japan. I have a short video of it on my blog at http://medxr.blogspot.com.au/2015/11/station-news-and-log-book-november-27.html, but reception was marred by much atmospheric static.

Token, your guess is plausible indeed. I hadn't considered that possibility. Perhaps the North will surrender if the song keeps going for too much longer!
