Tough to be sure without a recording, but possibly a jammer aimed at KTWR.  KTWR should have been active at that time in Korean, and both North Korea and China have been known to jam a variety of signals in Korean.  However, your description is more along the lines of a Vietnamese jammer than the typical NK or China models.
