Eight beeps in total, with the last beep at a longer tone.

SSB doesn't really help to hear it better.

Listening in California.

It sounds like that may be Link 11 CLEW, but I really cannot be sure with that recording.

An example of Link 11 here (  https://www.youtube.com/watch?v=__-rtLRQUhg  ), do not be concerned with the different rhythm from your recording, depending on what the station is sending and how many units are in the network it will change so that the 8 and 1 you describe is very possible.
