HELL (Hellschreiber) is a so called fuzzy mode. It was invented in the 1920s, and saw limited use until World War II. It has become popular today with a subset of the ham radio community. The message is transmitted as raw pixels, with the operator viewing the received image and mentally filtering out interference.
