26 MHz/27 MHz (26-28 MHz) 72 MHz and 75 MHz RC frequencies fall under Part 95 of the FCC rules, Part 95 Subpart C: Radio Control Radio Service (RCRS)
§ 95.731 Permissible Radio Control Radio Service (RCRS) use. RCRS transmitters may only be used to transmit one-way communications and only for the purposes set forth in this section. (One-way communications are transmissions which are not intended to establish communications with another station.)
(a)Control of model crafts and devices. When an RCRS transmitter is used to control a model craft or device, the RCRS channels in specific frequency bands must be used, based on the type of model craft or device being controlled, as follows:
(1) RCRS channels in the 72 MHz frequency band may be used only to control and operate model aircraft.
(2) RCRS channels in the 75 MHz frequency band may be used only to control and operate model surface craft.
(3) RCRS channels in the 26-28 MHz frequency band may be used to control or operate any kind of device.
(b) Telecommand. Any RCRS channel may be used by the operator to turn on and/or off a device at a remote location.
(c) Telemetry. Any RCRS channel in the 26-28 MHz frequency band may be used to transmit a signal from a sensor at a remote location that turns on and/or off an indicating device for the operator.
§ 95.767 RCRS transmitter power. Each RCRS transmitter type must be designed such that the transmitter power does not exceed the limits in this section.
(a) 72 and 75 MHz frequency bands. For an RCRS transmitter operating in the 72 and/or 75 MHz frequency bands, the mean transmitter output power must not exceed 0.75 Watts.
(b) 26-28 MHz frequency band. For an RCRS transmitter operating on 27.255 MHz, the mean transmitter output power must not exceed 25 Watts. For an RCRS transmitter operating on 26.995, 27.045, 27.095, 27.145, or 27.195 MHz, the mean transmitter output power must not exceed 4 Watts.
§ 95.771 RCRS emission types. Each RCRS transmitter type must be designed to satisfy the emission limitations in this section.
(a) Permitted emission types. RCRS transmitter types may transmit any type of non-voice emission that is technically appropriate for radio control use.
(b) Voice emissions prohibited. RCRS transmitter types must be incapable of transmitting telephony (voice communications).
§ 95.773 RCRS authorized bandwidth. Each RCRS transmitter type must be designed such that the occupied bandwidth does not exceed 8 kHz for any emission type.
§ 95.733 Prohibited RCRS use. The rules in this section restrict certain uses of RCRS transmitters.
(a) Simultaneous use of multiple channels. An RCRS station must not transmit simultaneously on more than one RCRS channel in the 72-76 MHz band when such operation would cause harmful interference to other RCRS operations.
(b) Data transmission. No person shall use a RCRS transmitter to transmit data. Tones or other types of signal encoding are not considered to be data for the purposes of this paragraph, when used only for the purpose of identifying the specific device among multiple devices that the operator intends to turn on/off or the specific sensor among multiple sensors intended to turn on/off an indicating device for the operator.
(c) Pay for operation prohibited. RCRS stations must not be used for commercial purposes. An RCRS operator must not accept direct or indirect payment for operating an RCRS transmitter. An RCRS operator may use an RCRS transmitter to help him or her provide a service and be paid for rendering that service, provided that the payment is only for the service and not for operation of the RCRS transmitter.
(d) Limited transmission. No person shall use an RCRS station to transmit any message other than for the operation of devices at remote locations. Accordingly, the transmission of other messages by an RCRS operator, such as voice, telegraphy, etc. is prohibited.
26/27 MHz 27MHz 26-28 MHz RC Frequencies
The 26995-27255 frequencies may be used for data links, remote sensing and other niche purposes that the 72 MHz and 75 MHz frequencies may not be used for. See the HF pagers page for more information. These frequencies may suffer co-channel or adjacent-channel interference from high power CB radio transmissions. Per FCC rules, 26.995 MHz - 27.195 MHz channels have a transmitter power limit of 4 watts mean (average) power, and 27.255 MHz has a transmitter power limit of 25 watts mean (average) power. Remote control transmitters generally use pulse-width modulation (PCM) in the 26-28 MHz band.
Class C (FCC Rules Part 95 Subpart C - updated Part 95 rules sections: 47 CFR 95 Subpart C, 95.701 - 95.899) CB Radio have six channels allocated to general remote control:
- 26.995 MHz - 26995 kHz - Brown or CB Channel 3A
- 27.045 MHz - 27045 kHz - Red or CB Channel 7A
- 27.095 MHz - 27095 kHz - Orange or CB Channel 11A
- 27.145 MHz - 27145 kHz - Yellow or CB Channel 15A
- 27.195 MHz - 27195 kHz - Green or CB Channel 19A
- 27.255 MHz - 27255 kHz - Blue or CB Channel 23 (shared with Part D CB voice users)
When the CB radio band was first allocated as the Class D CB service, the 26-28 MHz RC frequencies were "overlaid" on the 26.96 MHz to 27.23 MHz 11 meter band. The original five channels were set to be 35 kHz from the band edges and 50 kHz apart from each other. 27.255 MHz has always been a special case, as it was allocated as the CB channel 23 and assigned as a RC channel for higher power purposes from the inception of the service. The CB channels were allocated starting with channel 1 being 5 kHz away from the band edge with 10 kHz channel steps, skipping the five R/C channels. Hence the "A channels" or "hidden channels" naming convention. It is because of this that export radios have the +10 kHz switch, turning the 40 channel band into a 45 channel band. While it is illegal to transmit voice on the RC frequencies, many CB and 11 meter operators do so.
For more information see the HF pagers, data link and RC page.
Many wireless mice and keyboards use 27.145 MHz, some of these devices fall under Part 15.
49 MHz RC Frequencies
RC transmitters generally use 49.830 MHz - 49 MHz RC channel 1. Children's RC toys are often offered in two versions, a "49 MHz" version and a "27 MHz" version. The 27 MHz version generally will operate on 27.145 MHz. These devices are usually operating under Part 15, not Part 95 (with some rare exceptions for the 26 / 27 MHz gear. Part 15 power limit is 10,000 microvolts per meter at 3 meters (10,000 microvolts/meter at 3m).
49.800 MHz - 49.950 MHz band shared with military users and other low-power users, including first-generation analog cordless phones, baby monitors and low power 49 MHz walkie-talkies. Cordless phones are covered under a separate section of Part 15 - specifically 15.233 [47 CFR 15.233], but the same 10,000 microvolts/meter at 3 meters field strength limitation applies. Bandwidth limited to 20 kHz (generally FM voice, same deviation as VHF low band).
The Maxon PC-10 and PC-50 Personal Communicator, Maxon 49-SX, 49-H, 49-FX, 49-B5, 49-HX, 49-EA, Standard Talkman C900, and similar 49MHz radios as well as the RadioShack TRC-503, TRC-506 and TRC-512, Radio Shack (Realistic) Audionic 21-408 VOX radios and similar higher-end radios operates on the same five frequencies listed below. Some radios are single-channel only (generally 49.830 MHz, see RadioShack TRC-509, TRC-502, etc.) while others allow the user to select one of the five channels.
Even current-generation new production baby monitors are available that use the 49 MHz frequencies. Many models offer 2 channels to avoid interference with other nearby monitors. These devices remain in use despite the availability of 900 MHz/2.4 GHz, WiFi based, DECT 1.9 GHz or 5.8 MHz band audio monitors or audio/video combination devices. Analog baby monitors offer low RF radiation exposure due to their use of the VHF 49 MHz frequencies and excellent audio quality from true FM modulation within their service range.
The Radio Shack and Maxon 49 MHz walkie talkies generally have a communication range of 1/8 mile in built-up areas and up to 1/2 mile or even further with no obstructions and favorable noise levels. This equipment provides preppers and militia types with a unique short-range low probability of intercept (LPI) radio communications capability that higher-power VHF/UHF services like FRS, GMRS, MURS doesn't provide.
- 49.830 MHz - Channel 1/Channel A [cordless phone headset channel 21]
- 49.845 MHz - Channel 2/Channel B [cordless phone headset channel 17]
- 49.860 MHz - Channel 3/Channel C [cordless phone headset channel 18]
- 49.875 MHz - Channel 4/Channel D [cordless phone headset channel 20]
- 49.890 MHz - Channel 5/Channel E [cordless phone headset channel 22]
Other Part 15C equipment using 49.82 MHz - 49.9 MHz or a portion of (for example, 49.86 MHz - 49.89 MHz) use different channel plans - 20 kHz channels instead of 15 kHz steps. FM voice room monitors for continuous transmit around 0.0012 mw. Emissions include 20K0F3E regular FM.
- 49.830 MHz - Channel 1
- 49.850 MHz - Channel 2
- 49.870 MHz - Channel 3
- 49.890 MHz - Channel 4
Some 2 channel transmitters use arbitrary channel labeling, including:
- 49.845 MHz - Channel X
- 49.875 MHz - Channel Y
- 49.830 MHz - Channel A
- 49.860 MHz - Channel B
- 49.890 MHz - Channel C
Covered under FCC Part 15 47 CFR 15.235 Operation within the band 49.82-49.90 MHz. Maximum bandwidth 10 kHz, de facto 15 kHz channel steps for R/C use. Sometimes frequencies may be off by several kHz. For example, 49.845 MHz may be closer to 49.847 MHz or even 49.850 MHz, 49.860 MHz may be closer to 49.865 MHz, etc. Low-cost toys and other devices may purposely use frequencies between channels such as 49.870 MHz, 49.825 MHz, etc.
49 MHz R/C transmitters usually use 49.830 MHz, 49.860 MHz or 49.890 MHz. As noted earlier, frequencies may vary +/- several kHz. Baby monitors are usually found on 49.83 MHz, 49.86 MHz or 49.89 MHz. It's common for a set of R/C toys to be sold with one toy using a 49 MHz RC frequency and the other using a 26 MHz or 27 MHz RC frequency.
The 49.82 MHz to 49.90 MHz band allows for personal hobby transmitters up to 100mw output with any modulation as long as the modulation stays within the 49.82-49.9 MHz band. This provision within Part 15 opens up opportunities for 49 MHz beacons, provided an effective antenna is used.
72 MHz RC Frequencies
The following channels are allocated to remote controlled aircraft, 750 mW max transmitter power. From 72.400 MHz to 72.600 MHz, band is shared with operational fixed, business data link, telemetry and point-to-point links within the Business Radio Service
8 kHz maximum bandwidth, PWM, PCM, FSK (advertised as "FM"), various data modes. Both the 72 MHz and 75 MHz high-end RC systems are slowly being replaced by 2.4 GHz band systems. 72/75 MHz systems are still being manufactured and used, mainly due to the higher transmitter power and superior range offered by the VHF RC systems.

European Standardization EU or CEPT
Maximum output power 100mW or 0.1 watts. 10 kHz bandwidth - many EU/CEPT countries have additional allocations for R/C purposes, including 26 MHz/27 MHz and allocations in the 29 MHz, 30 MHz, 31 MHz, 35 MHz, 36 MHz, 40 MHz, 41 MHz and other bands into the VHF/UHF range. Europe standardizes the 30.300 MHz - 30.500 MHz, 32.150 MHz - 32.450 MHz and 41.000 MHz - 47.000 MHz band as "harmonized" military bands and short-range device or model control/remote control/radio control use is not permitted in these bands.
The 26/27 MHz, 34/35 MHz and 40 MHz RC frequencies/bands are designated under the "Short Range Device" (SRD) legislation/standardization. The 49 MHz SRD band is also used for RC purposes, often with equipment designed for the American market.
