7415 KHz was, for many years, the most popular frequency for shortwave pirates. Usage dates to at least the early 1980's. In the early 1990's, increasing interference from adjacent legal shortwave broadcasters sent pirates in search of clearer air. Towards the end of the decade, WBCQ was awarded a license by the FCC to use this frequency.
