The 11 meter band is used by both CB radio, as well as freeband unlicensed hobbyists, Church radio broadcasts in Ireland and elsewhere in Europe, the military, for studio-to-transmitter links (STLs), data links, buoys, fishnet tracking systems, pagers and other non-voice purposes.
11 meters is often defined as 25-28 MHz / 25000-28000 kHz or 26-28 MHz / 26000-28000 kHz.
It is rarely used to refer to the basically never-used 11 meter shortwave broadcast band roughly defined internationally as 25670 kHz to 26100 kHz or 25.67 MHz to 26.1 MHz.
The original 11 meter amateur radio allocation was 26.96 MHz to 27.23 MHz and it was from this that the original Class D CB service was born.
Legal Users of the 25-30 MHz Spectrum
Aside from legal CB allocations and freebanding (or outbanding), there are several legal licensed services allocated to this interesting chunk of spectrum. This includes fishing net radio location beacons, paging services, on site or on campus pagers, 26 MHz hospital pagers, telemetry and data link networks, government, military, HF marine and FM land mobile. In the United States, the following bands are allocated for licensed use in the United States. The United States Government has exclusive usage rights to the 25.33 MHz-25.55 MHz band, the 26.48 MHz-26.95 MHz band, the 27.54 MHz-28.0 MHz band, the 29.89 MHz-29.91 MHz band and the 30.0 MHz-30.56 MHz band.

Freeband 11 Meter and CB Calling Frequencies Channels
By its very nature, the 11 meter band, the free band 11 meters, above CB channel 40 and below CB channel 1, whatever you want to call it, is dynamic. Therefore, no list, including this one, can ever be complete. Many of the frequencies listed below are the result of "gentleman's agreements" and there are plenty of exceptions. One of the things that attracts radio operators to working DX on 11 meters / the CB bands is the more laid back atmosphere of 11 meters compared to amateur radio.

To mirror the 22 meter band or 13.560 MHz 13560 kHz Part 15 band 13.553 MHz - 13.567 MHz (second harmonic, center frequency 27.120 MHz - most popular 22 meter beacons operate on on 13554 kHz - 13559 kHz and 13562 kHz - 13566 kHz. Even though the 27 MHz Part 15 band extends from 26.980 MHz to 27.280 MHz, the second harmonics of these bands are 27.108 MHz MHz - 27.132 MHz or 27108 kHz to 27132 kHz. This falls close to the recommended 27.090 MHz to 27.150 MHz bands and the 27.120 MHz, 27.140 MHz, 27.141 MHz and 27.145 MHz frequencies.
